Mr. Rutledge is responsible for overseeing the technology and programming behind KCERA's pension administration systems.  Before joining KCERA in 2021 as a Senior Applications Manager, and promoting to Chief Technology Officer in 2024, he spent 13 years rising through various IT and programming positions in the Kern County Information Technology Services and Kern County Auditor-Controller-County Clerk-Elections Departments. Thomas is from Bakersfield and earned a B.S. in Computer Science from California State University Bakersfield.
