Mr. Seibly was last employed by the County of Kern, where he retired as a Senior Human Resources Analyst for the County of Kern’s Personnel Department after serving for 20 years.  He served as the Director of Training for Kern County and Court Clerk/Administrator of a Kern County court district.

Prior to his County service, he had a highly decorated military career in the United States Army and NATO.  He was commissioned as a Second Lieutenant, and later served as Commanding Officer, Operations Staff Officer, Executive Officer, and Special Operations Officer.  He retired as a Major after serving for 20 years.

Mr. Seibly graduated from Cal Poly San Luis Obispo.  He later worked as an Assistant Professor at Howard University in Washington D.C. and Department Head at Bowie State College in Maryland.  He also served as a college dean for a community college and opened and directed the Bakersfield campus of National University.  He also serves on the Board of the Retired Employees of Kern County, including the office of President.
